Restrict one set of users to access Classic and other users to RSSP tiles

Summary:

The business has a need to have users who will use Classic Requisition and users who will utilise the RSSP functionality. The issue is that the business does wish Classic to see the RSSP Tile and RSSP user not see the Classic Tile.

I have reviewed and configured custom roles for both Classic and RSSP but the tiles are still available for both users. Roles do not provide the ability of RSSP not seeing the Classic tile and vice versa. I have customised Preparer and Requester Roles in Classic and RSSP but no luck.
