Hide the create non catalog request button for some users

Summary:

Client want only some users to be able to create requisition.

I have already removed the priviledge POR_CREATE_REQUISITION_ALLOW_NONCATALOG_REQUESTS_PRIV from user account

However the create non catalog request is still visible on the screen.

What additional setup is required to disable the button?
