FCCS: ForceTranslation starts twice

Summary:
When I start ForceTranslation I can see in the Jobs, that the rules start automatically a second time.
Most of the time it will not give back the message that the Translation had been finished.
I just can see it in the Jobs that it is finished.

When I start ForceTranslation I can see in the Jobs, that the rules start automatically a second time.

I start the rule from the rule page. It seems to happen only on TEST. On Prod I can see that it starts only once. There the rule is scheduled. I do not know if this is the reason why. I made a copy of PROD but still the same. I am running an ImpactData before the translate but just on top-level. I tried on Bottom-Level as well. This second calculation seems to change the results as on top-level for example on FX one parent will be rolled-up twice.
