Why does setting AoR work through person management and not through Redwood AoR template page?

Hi,

We currently have AoRs set up for journey tasks, but it seems like it doesn't work when we set it up through the Redwood AoR Template Page. Whenever we test this set up, it doesn't get assigned to the people in the designated AoRs. However, it works when we set it up in person management. What is there this discrepancy?
