Learners unable to enroll after Offering Start Date

Summary:

I'm seeking clarification on a potential change in functionality. Before Release 25A, learners could enroll in offerings with a start date in the past. This was particularly useful for new hires who joined after the offering's start date. We set the publish end date to the last day of the offering to keep it visible.

However, since Release 25A, learners can no longer enroll in offerings that have already started. Additionally, the system incorrectly shows zero seats remaining, even when no one is enrolled. As shown in the attached screenshot, enrollment works correctly for future offerings.

Is this behavior expected with the new release?
