Starter Configuration - getting error around user account roles

I am following the steps to set up Starter Configuration but it keeps saying the user doesn't have roles.

I've followed exactly every step in the video/documentation, and I've also in conjunction (after I first got the error) run the Import User and Role Application Security Data process.

Sadly I keep getting the error. Has anyone got any advice on next steps?
