Mass send messages not always tracking/sending in messages in Redwood

I have had it reported a few times now, by different recruiters, that when they choose to send mass/bulk Send Message to candidates or applicants it is not tracking within the messages tab. This is happening when more than 10 applicants/candidates are chosen, it allowed 79 in January now it's no more than 10. This is not a user error issue, as those reporting it are very system savvy users. I have a few questions around this:

  1. Is anyone else noticing this?
  2. On the templates we have message tracking, but does/should these messages track if the recruiter doesn't use a template?
