Unable to Edit Requisition Created Outside of RSSP - 25A

Summary:

The ability to edit a requisition/cart created outside of RSSP was introduced in version 24D. However, we are currently on version 25A and still intermittently encounter the message shown in the screenshot on draft requisitions created through REST API. Request to look into this and let us know. thank you.
