Oracle IS allowing Multiple Addresses line With Same Address Type of the same effective start date

Summary:

We were doing an REST API integration to create a new address type or if the addresss type exist we create a new slice. But when we checked online, it seems like Oracle even allows creating same entry without throwing an error (SAME address type, same effective start date). Is this intended?
