Employee cannot End Date his/her Family Contact from ESS

Summary:

We can only see delete option for entire contact to get it deleted. But however, as a HR when we go to my client group→family and emergency contact page, click on pencil and delete option is available if we delete it from the section, it is end dating the contact. We want the similar setup from ESS as well but i don't see the option exists. Please let know how to enable it or is it possible to do it from ESS.
