LGT Migrated Rules not working

Summary:

We have migrated LGT rules successfully - but they are only partially working - although settings say Visible they are not rendering front end - but if we create a rule in VBS with same settings it works as expected. SR logged but having created rule manually and it works the issue is with the migrated rules from the Tool.

Local and Global Transfer > in the Personal Details section, the migrated rules have put these fields Visible:

Note: they are set to Visible for EVERY rule to avoid any confusion on what rule is firing.
