NID duplication validation not working outside AOR

Summary:

Hi Team,

We have enabled duplicate check for the NID validation but the check is not working if the employee does not fall under HR's AOR.

We are trying to update the same NIDs for two employees. If these employees are working at the same location (AOR), the system displays an error message and did not allow to update the same NIDs for both employees.

However, if two employees are working at the different location (not is the AOR), the system allows to update the same NIDs for both employees.

How are other clients dealing with this issue, I found a document which says we shall give view all access for NID but not recommended?
