Validation on Supplier Item Field and display an error message

Hi , We have a requirement wherein the RSSP if a user creates a request using the goods smart form with the 'Goods' Item Type and enters the supplier item as “Contract” on the create request page, the error message should display when clicked on the “Add to Cart” button. Please advise how this can be achieved.
