Restrict Few role users from creating different types of work relationship

Hi Team

We have a Use case , When a Line manager is trying to process Add pending worker for an existing employee a duplicate check is detected and system will allow to add a work relationship other than the existing work relationship (example if a user is Employee then system will allow to add contingent worker relationship ). So here we need to restrict few role users from adding new work relationship for existing persons . We are expecting to trigger same error message when user is trying to add same work relationship . Please let us know if this is feasible .
