Redwood Change Assignment quick action not visible

Summary:

We are attempting to enable the Redwood Change Assignment page for managers to view under the My Team heading.

We have enabled all 3 required profile options for this page and it is visible to HR staff under My Client Groups, however managers cannot see this as a quick action under My Team.

We have tried making the quick action fully visible in a sandbox and have also tried this on the seeded Line Manager role but it's not appearing for any manager. The problem is also replicable in multiple environments.

Has anyone encountered similar issues before?
