Accrual Clearing Account is not closed for foreign currency invoices

Summary:

We have noticed that the accrual clearing account is not closed when AP invoice is matched to PO/Receipt and it is in foreign currency.

There are 2 lines for accrual: Accrual account for item and accrual account for non-recoverable tax.

While the accrual account for item has exactly the same accounted amount as in the receipt, hence it is closed, the non-recoverable amount it seems to be on a different rate than the receipt, hence a different accounted amount is calculated.

I suppose either this is a bug, either we miss some setup, as the accrual clearing account should have the same amount on the AP matched invoice.
