Not able to get Password update prompt after changing Password policy settings Complexity - Custom

Summary:

We have updated the password policy in security console --> User category (DEFAULT)--> Password Policy to "Password Complexity Custom: minimum 11 characters, 0 uppercase letters, 0 lowercase letters, 1 number, 0 special characters".
We are expecting the prompt to user with password of less than 11 characters but we are not getting the password change prompt.
