softbounced report

I would like to know why the softbounced number is different from the report.

I receive the softbounced message every morning, but when I compare it with what is in Eloqua, sometimes it shows less and sometimes more.

Does it keep trying to resend the email? Is there any way I can get the correct softbounced number? Is there a specific time for the softbounced message to appear without any changes?
