In Forms 2.0, member formula and a drop down exist on first data row Error

Summary:

I have a form that contains a formula and has drop down capability (Line 1 shown below). The Request Source/Request Cost Center/Request Account - UO and Initiative are all drop downs. The capability works in Forms 1.0, but not 2.0. The message from Oracle says:

"When working with forms in Oracle Smart View for Office or Forms 2.0 in the web, you will not be able to submit data if a form contains both a member formula in the first data row, and if one or more of the other rows are enabled for drop-down member selectors. To work with a form that contains both a member formula row and drop-down member selectors, the member formula row must be moved to in any other position other than the first data row."
