Can nonworkers enter skills and qualifications

Summary: We are a not for profit and have several unpaid volunteers that need to have their certifications tracked for government compliance standards. Currently when a nonworker navigates to the skills and qualifications area there is no option for them to add their skills and qualifications items. It basically returns an error saying no data to display.

Is this a limitation of the nonwork category or is there a configuration items that needs to be adjusted?
