Rehire in Redwood only Matched if Legal Employer the same

Summary:

I have a terminated employee (1197) in Malayan Legal Employer (Inoapps Sdn Bhd)
I wanted to rehire into the Indian Legal Employer but Hire an Employee didn't match if
I used that in When and Why.

It matched if i used the original Legal Employer but that created a new assignment in the
same Legal Employer (Inoapps Sdn Bhd)

Is it not possible to rehire into a new Legal Employer so existing person number can be reused?

If not I would have to do a Global Transfer which would create another assignment on the following day
