RSSP page only showing preferences

Summary:

When trying to add RSSP to a predefined role, the icon appears, but when I click into it, only the preferences is appearing. We have previously had it working with a custom role with limited users but would like it to be added to an existing role for the enterprise to all have access. We would like both SSP and RSSP to be available. I have followed this link to be sure that I have added the correct privileges and data security policies.
