Unlock by Location does not work in CLOUD

Summary: I'm unable to unlock a single location once a period is locked. Steps are as follows: 1) In DM, under Application Settings, choose Target Application and then Lock All Locations. Choose Period and check the box that says "Allow Unlock by Location." Click OK and then Save. 2) In DM, under Data Load Workbench, select Location and check the box that says, "Unlock POV." Click OK. 3) Try to load the file to the Unlocked Location and it does not work. Receive the error that the location is locked.
