Restrict Item class access while creating items

In Oracle Cloud PIM, is there a way to ensure that users cannot create items under item classes they don't have access to?

We have a scenario where user group A should be able to create and maintain items only in organization 1 and user group B in organization 2. We are planning to create separate item classes A1 and B2, and use item class security to restrict A user group from creating items in B2 item class and vice versa. But after setting up the item security, user group A is still able to create item in B2 item class under IMO, and as expected not able to assign it to organization 2.
