It appears that Accounts that DO NOT have a balance don't show up when you query the Parent Account in the Review Budgetary Control Balances page UI.

ENHANCEMENT REQUEST:

Child Accounts that do not have a balance SHOULD show up when you query the Parent Account in the Review Budgetary Control Balances page UI.
