HighestEducationLevel field on create work relationship page

Summary:

Hi Team

Is there way to display Highest Education Level field under legislative info section on create work relationship page before clicking on edit icon with the section . As of now this field is displayed only when we click edit icon . We would like to display this field once the user click continue on communication info section .

In Design studion this field is made visible , but this field is appearing only on clicking edit icon
