After 25 A patch, user categories notifications are affecting all categories irrespective of individual category changes

Example:

I have three user categories: Category A, Category B, and Category C.
When I disable notifications for Category A in the system, it is also impacting Categories B and C, which should not happen. Previously, disabling notifications only affected Category A users without making any changes to Categories B and C. Now, any change made to one category is incorrectly being applied across all categories.
