RSSP - Unexpected Behavior with Duplicate Line Button

While completing UAT testing, one of our business testers noticed something strange. Anytime the duplicate line button is used in RSSP, it moves the duplicate line to the top instead of placing it below the line it copies. This is different from classic SSP. Is this the expected behavior in the new application?
