OCI: Enabling GRUB Menu Access on Ubuntu Instances

Oracle Cloud Infrastructure (OCI)
Ubuntu Linux Instances (20.04 and similar versions)

Symptoms:

When attempting to access the GRUB menu on an Ubuntu instance via the OCI serial console, the GRUB menu does not appear, even after repeatedly pressing the Esc key during boot. This prevents administrators from booting into recovery mode, single-user mode, or modifying kernel parameters for troubleshooting.

Cause:

By default, Ubuntu cloud images are configured to hide the GRUB menu unless a boot failure occurs.

As a result, the boot process skips displaying the GRUB menu. Recovery options become inaccessible without modifying the boot volume externally.
