How to delete worker record that doesn't have assignment record

Summary:

Other than person info for two employees are showing as active no other information exists and we need to delete both records. They doesn't have any info in benefits. Because no work relationship record exist for these two employees. When I try to delete from person management, it's giving the error. This is the only information the employee has. Tried HDL delete with worker and pers name values and it's also not working. Any help will be appreciated.
