Unable to get the ESS job "Maintain Candidate and Job Requisition for Search" to run in Non-Prod Env

Summary:

Hello, we are trying to run the Maintain Candidates and Job Requisitions for Search Process in Dev14 and it keeps going to the "Retrying" state. 
- We have verified:

• This is not running on a schedule already. 
• This is working on a schedule in Prod and in Dev12 with no issues.
• This did not work using a seeded employee role or a service account.
• All privileges in Dev14 match both PROD and Dev12.

 Anyone else experiencing this happening or thoughts as to why this would not run when it works in other environments?
