Employee can add any text as skills in ME> Skills Center

Summary:

In skills Center, An employee can enter any junk or garbage text in the Skill search bar to create the skill. There is no validation in place to check if the text entered to create skill has some logical meaning without which employee can enter any junk text and add it as skill. This would impact the skills section with junk data and impact skill recommendations. Can we enforce employee to select the skills from skills library or coming as recommended only? Can we have some kind of approval for the skills added by employee?
