Need guidance on V3 vs V3 Termination for backdated termination

Hi. We just need guidance and confirmation on an issue. It seems like when client backdates a termination to 2020, before they implemented V3 of termination page, it does not pick up any of the approval rules we have set up for that page and goes directly to be approved by workflow. Is that expected behavior?
