How To - Place Validation Rule on Assignment FTE field

Summary:

Please assist on how to place a validation rule on the Assignment FTE filed to only allow entry </= 1. If possible, we would like this to be able to not only validate per assignment but across assignments for an individual. In other words, a worker should Never have an FTE >1 for any individual assignment or for all of their assignments total.
