Learning Specialist Enrollment Issue After 25A Update with Custom Predicate Data Security Policy

Summary: The Learning Specialist role is designed to allow users to enroll employees within their scope but does not grant catalog management capabilities.

To support this functionality, a data security policy was added to the "Manage Catalog Learning Courses" privilege. Details of the custom predicate is included below.
