how the item creation gets default values for operational attributes

Summary:

When we are creating Item passing just item number, item description and UOM without using any item template , system creates item with defaulted values in operational attributes, want to understand if there is any setup or logic for how these default values gets populated. This behavior is same either create item through front end or using API.
