Make the Agreement field required in RSSP on specific request forms but not impact the other forms

We made the Agreement field on our 3 "on contract" smart forms "Required" in classic. The remaining 4 smart forms "not on contract"

this is working fine in Classic.

However we just noticed that in RSSP if we make the Agreement field required using VB, it affects all the smart forms in that it

The screen shot above shows the Source information on a "not on contract" smart form. When we enter the Supplier the Supplier site defaults as expected but it will not allow you to add to cart. the source is the issue. When we removed the Agreement required in VB it works fine.
