Payroll DD/Taxes Report SQL Help

We have a New Hire Direct Deposit/Tax report that captures employees who have not completed DD and/or Taxes. How would I update the query to pull all new hires/rehires (active and terminated) that were hired within 14 days of the day the report run date including those employees that have completed DD/Taxes?

Ex: If the report was ran today it would show the DD/Tax completion status for everyone hired between 4/16-4/30
