EPM Automate login for new user

When we add a new user and is provisioned with role assignment, for e.g. Service Administrator role is added to a particular environment… that user is unable to login from EPM Automate. This only resolves after they login to the app thru the web interface. Is this a refresh issue or a bug or an expected behavior? This is kinda annoying to login to app by app on the web, for new native service accounts to have the EPM Automate functionality to kick in. Has anybody experienced this issue?
