Cloned member formulas missing quotes

Summary: We have cloned an application from Prod to Test (they are both on the same version (25.04.65)).

We get an errorsupon refresh (e.g.,

Error[1370388]: at line 363613 char 84 element[mbrDissociateAttr], error dissociate member [[Colorado Division].[Kansas Historical]] with all its attributes members with status[1060090].) .

Error compiling formula for [DH Journal, at or after line: ["if(@ismbr(Jul) and @ismbr(300001))"]] (line 20): expected type [MEMBER] found [NUMBER] ([300001]) in function [@ismbr]

The second error is because the quotes have been removed from all of the member names in all of the member formulas. The below fails because 300001 does not have quotes on it
