Not able to search worker but only manager in filter

Hi Team,
In Performance or Goal Management page, I'm a super user and I'm not able to search for worker but only for manager name.


I've checked the data role and everything is set on VIEW ALL PEOPLE.
Are you able to guide me on fixing it?
