Unable to update Recruiting status by recruitingJobApplications REST API

Summary:

On 25B.
We have a Job Req with a hired applicant who is still sitting as Processing in Progress status even though the applicant is hired as employee in Person Management.

I'm trying to update the status by recruitingJobApplications REST API.

With GET, I was able to retrieve the JobApplicationId.

Then, I ran POST with the JobApplicationId, but I'm getting the following error.

The job application can't be moved to the provided phase and state. (IRC-1590385)

Does anyone know what could be the issue?

phaseId 16 is HR

stateId 1027 is Processed
