PublicationTransactionType remains as UPDATE when publishing a new item

When publishing an item the XML shows PublicationTransactionType always equals UPDATE

We are trying to send items to WMS, and when we create a new item, the PublicationTransactionType = UPDATE. When we update the item, say change the item description, the PublicationTransactionType = UPDATE. There appears to be no way for WMS to discern a newly created item vs an updated item. Additionally, when we delete an organization from, there are no new files created by the Product Hub Publication Job process. I was told it was supposed to be available in 23C and that we don't have to enable anything or opt-in, but I do not see this parameter.,
