User unable to retrieve schedule processes in Test

We have a user named Justino Vizzuett who does not have enable the option to Submit when retrieving a scheduled process in the schedule processes section in the ERP. We have confirmed he has the correct roles and privileges assigned as we mirror access from a user that has no issues but regardless of this the option for him is still greyed out.
