Are we able to restrict self-service course visibility unless offering is available?

Can we restrict self-service course visibility unless an offering is available without having to toggle the global access group and the Manage Default Settings between no access and Details/Summary Access?
As a State entity, we have multiple State Departments that utilize Oracle Learning. We restrict access to specific courses to specific departments by utilizing Global Access Groups, assigned at the Course level. Then we set the course Manage Default Settings Self-Service Settings to No Access. Adding the Global Access Group to the course level allows those in that global access group to see the course and offerings, but not those outside that group.
