Can we lock user account based on a previous condition? is it doable?

Hello,

we have learning module enabled and there are some mandatory courses the user should attend, and if the learner did not attend the required course, we need from the system to lock his user until the admin unlock it and the learner complete attending the course.

is this doable? or can it happen using any feature in the system?
