Adding Skills to Person in Team Skill Center - Activity Pending - Skill Not Added

Summary: Question about assigning skills via the Team Skill Center. We are evaluating this feature in our DEV 1 pod and I believe I have followed the needed activation steps. However, when I select a skill and try to assign that to a direct report, the skill seems to hang and I can see skill I attempted to add as pending. See screenshots below.

I did run the "Propagate Dynamic Skills to Workers" job and the log shows an error: "Skill section is not subscribed to the Skill Center". However, Skills Center is a subscriber to the Person Profile Type in the Content Sections. Clearly, I seem to have missed something reviewing the documents for setting this up. I haven't seen a similar issue or question posed.
