Change Personal Information - change address: evaluate state

Summary:

We need to add a condition to our change address rule within "Change Personal Information". We need to evaluate if the state (Region 2) is changing but I can't find the field.

In the "Change Marital Status and Change Address" the field Region2 exists but it seems that in "Change Personal Information" it doesn't? It is not possible anymore?
