Ability to add incremental costs to the standard cost at the destination

My Client currently has the ability to source costs from one location to another. With that, they are able to add incremental costs to the standard cost at the destination, For example, adding incremental costs for freight or insurance as products transfer from plants to DCs. How do you recommend implementing this type of costing process in Oracle Cloud?
