Transaction Console restricted to only my submission.

Summary:

Navigation: Tools > Transaction console > Transaction Summary
I am unable to see transaction submitted by others even though i have view all human resource specialist role + Implementer role.

there is no filter in the transaction manager, and i am able to submit transaction on screen an receive notification of approval in email and in app, however there is no transaction except if i submit it with my login.

Can anyone help with this issue?
